in freebsd you have a sysctl that you can enable that will now allow a person to preform a ps -ax and see all the processes in bsd 5 they named it security.bsd.see_other_uids=0 in fbsd 4.8 it was something similar but diffrent.

Q. Does obsd have something like this?

Not that i'm aware of. I believe Stephanie adds this functionality.
